Price is always negotiable! It depends on a turnaround time as well as on a complexity of the project and other factors. Consider $10 per hour as an approximate rate.
I am a developer in the first place so I cannot design a Web site for you. I can, however, outsource the design related work and concentrate on a backend of the application.
I am able to develop an application from scratch or build on an existing CMS. Moreover, I am busy developing my own powerful publishing platform.
